Currently in VA police on and off duty and prosecutors on and off duty can drink and carry concealed, while citizens cannot. The proposal was for the General Assembly to decide one way or the other - everybody who can carry concealed can be trusted to drink responsibly if they choose or NO ONE can be trusted to do so.
