Impeach Bybee

Sign this petition urging the impeachment of former Bush torture policy pointman and current federal judge, Jay Bybee.
Out of curiousity can a non-American sign the petition? Would that carry any weight..just asking in case any torture victims need closure that this could bring them.
The fact that this shit stack is a superior judge is as absurd as the notion of Bolton being the UN Ambassador or Brad "the Schloz" Schlozman, serial civil rights offender, being in charge of what else, civil rights. Only in the crazy demented world of Darth Cheney and his pet monkey could these things happen. Time to fix the damage, impeach this odious prick.
